Dr. Horri was found by the Committee to have failed to maintain the standard of practice of the profession by not obtaining sufficient informed consent for a surgical procedure. Dr. Horri was found guilty of three charges of breaching his undertaking not to see female patients without a chaperone, and three charges of making changes to patients’ medical records after becoming aware they had filed complaints with the college. The Committee found Dr. Horri guilty of unprofessional conduct for telling a potential witness to the College investigation that it was not the time to think about integrity in her communications with the College. Dr. Horri was also found guilty of a charge of unprofessional conduct for failing to maintain appropriate medical records for two patients. Dr. Horri was found not guilty of three charges of unprofessional conduct, one charge was withdrawn, and the College did not seek a finding of guilt on another. At their September 26, 2025 meeting, the CPSS Council revoked Dr. Horri’s licence to practise medicine in Saskatchewan, and directed that he pay $108,392.55 to the College within one year, representing 50% of the costs of and incidental to the CPSS investigation and hearing. Written reasons for the decision are expected to be released by the Council following their November 28-29, 2025 meeting.Charges

For this conduct, the CPSS Council decided to issue a written reprimand to Dr. Horri and ordered that he pay the costs of and incidental to the CPSS hearing in the amount of $2,370.00 to be paid within 30 days.
